CELPL undertakes follow-up visit to the screening centre in Luxembourg
The Ombudsman, in the exercise of her role as Contrôle externe des lieux privatifs de liberté (CELPL), conducted a follow-up visit to Luxembourg’s Screening Centre on 3 August 2026, 7 weeks after her initial visit on 15 June 2026, to assess progress in the implementation of the screening procedure.
The CELPL noted several organisational improvements, particularly regarding information provision, staffing and staff training. However, the health screening required by law is still not operational, as the recruitment of the necessary staff by the Ministry of Health and Social Security has not yet been finalised. Concerns were raised about the confidentiality of medical examinations, as the room designated for this purpose is located close to the reception area and is not sufficiently isolated to prevent conversations and examinations from being seen or heard by reception staff.
The CELPL stressed that these issues must be addressed before health screening becomes fully operational. It will continue to monitor the implementation of the screening mechanism, particularly the introduction of health screening, the confidentiality of medical examinations and the establishment of permanent premises, through regular on-site visits.
The full report of the visit is available here.
