The Ministry of the Interior submitted a proposal to extend the Act on Temporary Measures to Combat Instrumentalised Migration (known as Border Security Act) until 31 December 2028 for comments. The act is intended to address the threat of instrumentalised migration at Finland's eastern border and the risk of migration pressure on Finland.
The Border Security Act entered into force on 22 July 2024 initially for one year and its validity was further extended until 31 December 2026. The act provides for the conditions under which Finland can decide to restrict the reception of applications for international protection in a limited area at Finland’s national border and in its immediate vicinity.
Relatedly, the land border crossing points between Finland and Russia has remained closed since 15 December 2023 until further notice pursuant to the most recent government decision of 4 June 2026.
