The government announced that the 2026-2030 Integration and Citizenship Plan is underway to seize opportunities and respond to challenges in migration.
The plan was developed by a dozen ministries, incorporating contributions from civil society and social dialogue. It is being launched with over EUR 500 million in the first year and has four main pillars, 16 measures and 10 objectives for 2030. The measures include the regularisation process, employment in high-demand sectors, offering vocational training and learning co-official languages, norms and values and the strengthening of public services (e.g. education, health).
Additionally, it is planned to create a State Agency for Human Mobility (AEMH), establishing a comprehensive reorganisation of the migration management system (including asylum) under a single administrative structure, which will be under the Ministry of Inclusion, Social Security and Migration and which will absorb responsibilities of the Ministry of the Interior as determining authority.
