Legislative Decree no. 115 of 12 June 2026 on the Implementation of Directive (EU) 2024/1712 of the European Parliament and of the Council of 13 June 2024 amending Directive 2011/36/EU on preventing and combating trafficking in human beings and protecting its victims has been published in the Official Journal no. 150 on 1 July 2026
The measure, reads a dossier by the Parliamentary Research Service, expands the relevant forms of exploitation , expressly including practices such as exploited surrogacy, forced marriage, and illegal adoption, and introduces the crime of knowingly using services provided by victims of trafficking. The directive strengthens repressive tools , including in relation to the use of digital technologies, and strengthens the responsibility of legal entities .
At the same time, it extends guarantees for victims , providing for non-punishment for crimes committed under coercion and more effective assistance, protection, and reintegration measures , with particular attention to minors. It also promotes greater effectiveness of public policies through coordination mechanisms, data collection, and a national anti-trafficking plan.
