The President promulgated on 7 August 2026 the decree establishing the statelessness determination procedure. Under the new framework, the initiation of proceedings to recognise statelessness entitles the applicant, for the duration of the proceedings, to a residence permit of 6 months which is renewable until the final decision.
Those recognised as stateless will receive a renewable 2-year residence permit that allows them to work legally and receive access to public services, including education and healthcare.
The procedure for recognising stateless person status falls within the remit of the Portuguese Agency for Integration, Migration and Asylum (AIMA).
