The government announced plans to extend the maximum duration of temporary collective protection for displaced Ukrainians from 5 to 7 years. The Ministry of Justice and Public Security will submit a legislative proposal for consultation, allowing residence permits to be extended beyond the current 5-year limit, subject to parliamentary approval. The collective protection scheme was already extended until March 2028 and will remain available to newly-arriving Ukrainians. The proposed amendment would maintain the temporary nature of the permits, which do not provide a basis for permanent residence.
Separately, a proposal would allow Ukrainians already in Norway under collective protection to apply for a work-based residence permit that could lead to permanent residence after 3 years, provided they meet the income requirements. The consultation deadline for the latter proposal is 5 November 2026.
