A pilot was already running of a so-called intensified supervision location (verscherpte toezichtlocatie, vtl) in the reception facility in Budel.
This type of reception facility is for a small group of applicants with disruptive behaviour, who violate the house rules of commit criminal offences within or outside of the reception facility in Budel or in Ter Apel.
Residents cannot enter other sites of the reception facility, but they can go outside. The vtl provides for a more sober enviroment with intensive supervision, stricter rules and more structured day. For incident with a large impact, the htl remains in place.
The pilot will soon be extended with a so-called process availability approach (procesbeschikbaarheidsaanpak, pba). Applicants with small chances to be granted protection will be required to report twice a day.
This provides for an alternative to the process availability location (pbl), which was found to be in breach of national legislation by a court ruling and needed to be discontinued in the beginning of 2024.
