The government reviewed progress on the 2025 plan to control the stay of third-country nationals and improve the related legal framework. Of 23 measures, 14 have been completed, 7 are partially implemented and 2 remain unfulfilled. All five measures concerning employment have been completed, including tighter regulations for employment in certain professions and stronger requirements for some labour supply providers.
Measures to strengthen the admission and residence control of third-country students are ongoing, including stricter requirements for admission and English-language proficiency, restrictions on family members’ residence rights in certain cases, and additional grounds for expulsion. The government has also strengthened controls over third-country nationals’ residence conditions: 115 joint inspections were conducted between January-June 2026, identifying 91 violations. Training and methodological guidance for officials were also enhanced, while sanctions for immigration-related violations were tightened. Two measures concerning higher education accreditation requirements and financial support for foreign students remain unfulfilled.
