On 2 September 2026, the Ministry of the Interior published the Ordinance governing integration agreements between the Ministry of the Interior and beneficiaries of international protection, pursuant to Article 74(13) of the amended Act on International and Temporary Protection.
The ordinance stipulates that integration agreements are to be signed upon delivery of the decision granting international protection, remain in force for three years, and set out the obligations of both the Ministry and the beneficiaries. The ministry is required to provide information, organise integration workshops and assist beneficiaries in accessing healthcare, the labour market, education, social welfare, documentation and accommodation.
Beneficiaries are required to abide by the law and respect the legal order, attend integration workshops and Croatian language classes regularly, and pass the relevant examinations (A1-level proficiency in the first year of residence, and A2-level proficiency in the second or third year). For children, the requirements include participation in preschool and school programmes. Beneficiaries must also register their residence with the competent police administration, carry their residence permits, and inform the authorities of any loss of documentation or permanent departure from Croatia.
The ordinance also establishes a scoring system to assess beneficiaries’ integration progress, taking into account their employment status, housing situation and participation in local community activities.
