Government strengthens measures to help more migrants learn Norwegian and find employment

The government proposed to allocate an additional NOK 96 million in the 2027 national budget for measures to improve integration. The goal is to help more immigrants learn Norwegian, enter employment and become financially self-sufficient.

Therefore, the government proposed to increase funding for the Norwegian Language Training Scheme by NOK 17.7 million, enabling municipalities and other approved providers to offer targeted and flexible language training to more people. A further NOK 2.5 million is proposed for a new assessment scheme for oral Norwegian language tests, which are among the requirements for permanent residence and citizenship.

The government also proposed to strengthen efforts to increase employment among immigrant women, whose employment rate remains particularly low. NOK 30 million is proposed for Jobbsjansen, a scheme providing stay-at-home immigrant women with qualifications to enter employment or education. The increase is expected to provide more than 1,300 participant places in 2027.
