On 22 September 2026, the Cabinet of Ministers approved a report prepared by the Ministry of the Interior on the implementation of the recommendations included in the Saeima Parliamentary Investigation Commission (PIK) report, thereby endorsing the Comprehensive Immigration Restriction Plan. The plan provides for immigration policy to be implemented primarily in accordance with Latvia’s national security interests, while strengthening state control over immigration processes and addressing shortcomings in the immigration framework and opportunities for its misuse.
The Comprehensive Immigration Restriction Plan includes a total of 71 measures. They concern both the control of legal and irregular migration, the asylum system and the issuance of residence permits, as well as attracting foreign students, improving employment conditions for third-country nationals and enhancing the capacity of responsible services.
At the same time, Latvia plans to initiate discussions at the EU level on several migration policy issues. This includes discussions on clarifying the definition of a family member in migration regulations and the ability of competent authorities to receive information to verify rights to social benefits in certain cases.
