Government proposes new permanent emergency provisions for high and unexpected arrivals of asylum seekers

The government proposed replacing the temporary emergency provisions introduced in response to the arrival of displaced persons from Ukraine with permanent emergency provisions to prepare for future high and unexpected arrivals of asylum seekers. The proposed provisions would allow temporary adjustments to the integration, kindergarten and education regulations, as well as measures to increase housing capacity, in extraordinary situations when local and regional authorities face significant capacity pressures.

The provisions would not be linked to a specific cause or group of asylum seekers. Instead, they would apply where the scale of arrivals creates sufficient pressure on capacity and temporary regulatory adjustments are considered necessary.
