Following the Council of the European Union’s decision to extend temporary protection for persons fleeing Ukraine, temporary residence permits will continue to be issued in Lithuania to persons who have fled Ukraine as a result of Russia’s aggression. The permits will be valid until 4 March 2028.
Under the new arrangements, temporary residence permits on the basis of temporary protection may be issued only to Ukrainian citizens who have fulfilled their military service obligations in Ukraine, where applicable. Accordingly, as of 5 August 2026, temporary protection will not be granted to persons who are required to fulfil military service obligations in Ukraine but have not done so.
A Ukrainian citizen may demonstrate that they have fulfilled the applicable military service requirements by presenting a stamp in their passport confirming their departure from Ukraine. If no such stamp was placed in the passport, this may be demonstrated by presenting an official document confirming that the person has fulfilled their military service obligations or is exempt from them. Such confirmation may, for example, be provided through the Reserv+ application.
The amendment does not apply to applications for temporary protection submitted before 5 August 2026.
