Minister urges European Commission to include secondary movements in the assessment of migratory pressure for the solidarity cycle

The Minister of the Interior and Public Administration and the European Commissioner for Home Affairs and Migration held a video conference to discuss the implementation of the Pact on Migration and Asylum, the new solidarity cycle and the functioning of the Schengen area.

The minister emphasised that the specificities of individual countries, such as secondary movements, must be duly taken into account  when determining the burden on Member States. From 12 June-16 September 2026, Slovenian police has processed more than 8,600 irregular border crossings, with more than 90% entering Slovenia from Croatia. The minister emphasised that 34% of all persons processed for irregular border crossing were first entered into the Eurodac system in Slovenia, even though Slovenia does not have an external EU land border.

The discussion follows the JHAA Council meeting which was held in Luxembourg, during which the State Secretary Zobaric highlighted the increased migratory pressure in Slovenia and the increased burden of secondary movements. Of the 8,600 recorded irregular border crossing points, 8,000 applications for international protection were registered.
