UNHCR and CNRR note increase in enquiries from Ukrainian men on recent changes to temporary protection at the EU level

UNHCR and the Romanian National Council for Refugees (CNRR) monitored the situation at UNHCR’s Community Centre for refugees at RomExpo in Bucharest and other locations, and they observed that there was an increase in the number of enquiries from Ukrainian men concerning temporary protection.

According to UNHCR, this comes after the EU Council adopted the Council Implementing Decision (EU) 2026/1912 on 30 July 2026 (applies from 5 March 2027) which extends temporary protection for people displaced from Ukraine until 4 March 2028 and introduces a requirement for people who request temporary protection to prove that they fulfilled their military obligations in Ukraine (this condition applies from 31 July 2026 and does not affect those who held temporary protection on or before 30 July 2026 and continuously retained the status).
