The government proposed a new residence permit scheme for Ukrainians with temporary collective protection who are already in Norway and working. Applicants must meet income and good-conduct requirements, with a minimum annual income of NOK 382,337 (2.8 G) or NOK 409,647 (3 G). The permit would form the basis for permanent residence after 3 years, provided other requirements are met.
Spouses or cohabitants and children with temporary collective protection may also be granted a derived residence permit, subject to an income requirement currently set at NOK 436,957 (3.2 G).
The scheme is expected to start next summer and would apply only to displaced persons granted who were temporary collective protection on or before 17 September 2026. The proposal is open for consultation until 30 October 2026. The temporary collective protection scheme will remain in place and will not be discontinued in 2027.
