The Chamber of Deputies approved Decree Law No 100/2026 on 5 August 2026. The law addresses two main areas: urgent measures in the field of justice and the initial legislative changes necessary to implement the European Union Pact on Migration and Asylum, in force since 12 June 2026.
While the first nine articles of the text (out of a total of 18) are dedicated to justice, the entire second part of the provision concerns the transposition of the rules of the Pact. The adaptation of the Italian legal system to the Pact is based on a two-tier legislative strategy. On 12 June 2026, Legislative Decree No 100 was adopted, containing provisions aimed at ensuring the initial implementation of the Pact. However, the Pact's full implementation will only take place with the approval of the bill adopted by the government on 11 February 2027 (related to the public finance package), which is currently being examined by the Senate (AS 1869).
While the new rules are urgently needed to immediately amend operational and procedural rules in the field, the bill grants the government the legislative powers necessary to redesign the entire regulatory architecture of the matter, managing the more complex, technical and structural aspects that require longer implementation times.
