The Ministry of the Interior proposes extension of temporary protection until 4 March 2028

The Ministry of the Interior acknowledged the EU Member States decision to prolong the provision of temporary protecton until 4 March 2028 and proposed to extend temporary protection in Finland. 

The decision follows the EU decision on the new exclusion ground and new applicants must prove that they satisfied their military obligations under Ukrainian law, either by showing a passport with an exit stamp or other official document. These requirements do not affect people who are already benefiting from temporary protection in the EU. 

Relatedly, the Council of the EU approved in the summer of 2025 exit recommendations as part of preparations to phase out temporary protection, but no class residence permits are prepared particularly for Ukrainians. In this context, residence permits will be based on existing types of national residence permits, such as permits based on work, study or family ties.

In Finland, there are approximately 7,500 Ukrainians who had already applied for such permits, with a total of 4,3000 having been granted a residence permit on the work basis and 2,800 on family ties.
