Ministry sets new allocation system for persons under the Special Act on Displaced Persons from Ukraine

On 4 October 2026, the Minister for Immigration and Integration issued Executive Order No 884 on proportional municipal figures for 2026, which changes the calculation model to allocate displaced persons from Ukraine to a municipality.

The Danish Immigration Service can now provide information on the final determination of the proportional municipal figures for the allocation of persons who will in future be granted residence permits under the Act on Temporary Residence Permits for Persons Displaced from Ukraine (the Special Act).

The final municipal figures for the next batch of up to 5,000 persons (Batch 9) have been determined on the basis of the new calculation model set out in the Executive Order. The calculations take into account of requests submitted by municipalities within the specified deadline indicating their willingness to receive additional persons. Before determining the final municipal figures, the Danish Immigration Service asked municipalities to indicate, by 16 October 2026, whether they wished to receive more persons than the number allocated to them under the new calculation model.

Municipalities with a proportional municipal figure of 0 (Zero-Allocation Municipalities)
According to the Ministerial decision, the new calculation model means that some municipalities have been assigned a proportional municipal figure of 0. This means that the municipality will not receive persons as part of the ordinary proportional allocation process. However, the municipality is not excluded from continuing to receive persons who are granted residence permits under the Special Act.

The Danish Immigration Service may therefore continue to assign or reassign persons to a municipality with a proportional municipal figure of 0, provided there are grounds for doing so under the ordinary rules.

This may be the case, for example, if a person has close family ties to individuals residing in the municipality, is employed there, has previously lived in the municipality, or has specific personal or health-related circumstances that justify such an arrangement.
