Ministry of Labour and Social Policies publishes the annual report on registered civil society organisations working with migrants

The Ministry of Labour and Social Policies published the Report on the activities carried out in 2024 by associations and organisations working with migrants which are included in the register, according to Article 42 of the Unified Immigration Act (Legislative Decree 286/1998). 

The register is maintained by the General Directorate for Migration Policies and the Social and Labour Integration of Migrants of the Ministry of Labour and Social Policies (MLPS). It has a section on organisations carrying out activities to promote the social integration of foreigners, and a section on organisations implementing assistance and social integration programmes for victims of gender-based violence, prostitution, trafficking, child violence and abuse or serious exploitation.

In 2024, 834 organisations registered in the first section and 176 in the second section carried out activities, which is stable compared to the previous year. After several years of growth, 2024 saw a decrease in projects implemented by members of the first section (3,681, -81 compared to the previous year). Conversely, projects implemented by organisations registered in the second section saw an increase of 43 (418 projects implemented in 2024).

43% of members of the first section and 42% of members of the second section carried out activities to benefit Ukrainian refugees. Among these, those involved in reception hosted 11,000 people.

Members operate throughout the country, with a more significant presence in the north.

In the first and second sections, the most common legal form is the social cooperative, accounting for 47% and 41% respectively.

There is a strong tendency to form networks, and registration with other Third Sector Registers is also very common. Members most often establish partnerships with other members, but also with regions and local authorities. National public funds are the main source of funding for projects in both the First (46% of projects) and Second Sections (84%). The main area of ​​the projects is social assistance, with different declinations between the two sections, considering the different mandates and target audiences. Employment, a crucial lever for integration and achieving autonomy, is the second most important area of ​​activity for projects implemented by the entities in the First Section and fourth for the entities in the Second. In the First Section, educational and sociocultural integration are also relevant, while in the Second Section, legal assistance and healthcare services and activities are particularly important.

The beneficiaries of projects implemented by the registered entities in 2024 are 934,000 for the first section and 41,000 for the second. Minors represented 17% of beneficiaries in the first section, but just over 7% in the second. 33% of beneficiaries in the first section and 54% in the second were women. In the second section, 7.2% of beneficiaries were transgender people.

72% of beneficiaries in the first section and 81% in the second come from a non-EU country. The citizenship mix is ​​diverse, with a predominance of Moroccan nationality in the first section and Nigerian in the second. Ukrainian citizenship, which in 2022 was the leading citizenship among non-EU beneficiaries, ranked sixth among the beneficiaries of projects implemented by entities in the first section in 2024.

The First Section and nearly 3,000 in the Second Section employ 37,000 people , including employees and collaborators, in the project implementation. Volunteers and external experts are also included. Almost all of them are Italian citizens, with a predominance of women.
